Through an intensive consultation process with businesses within the BID area we identified a range of extremely positive and priority services to be delivered by the Liverpool City Central BID.
These services are regularly monitored by the Liverpool BID Company, ensuring that the activity has genuine value and additionality, therefore making a measurable difference to the business performance of those trading in the City Central BID area.
City Central BID delivers the following improvements in key services:
- dedicated Street Crime Wardens, responding to business needs
- dedicated CCTV operators providing response for BID area members of the Radio Alert and Night Alert radio link schemes
- fully paid membership rates for Radio Alert and Night Alert for BID members
- dedicated branded Street Sweeping team, operating 7 days a week
- early morning weekend street washing for Cavern Quarter and Great Charlotte Street areas
- enhanced paving repairs, particularly quality and timeliness of key repairs
- dedicated 'BID Operations Team', assisting businesses and improving the management of the area
- major footflow generating radio and press advertising campaigns supported by high quality events and animation
This will deliver the following measurable improvements in key trading impacts:
- Footflow increase on previous year
- Sales monitor shows increase above British Retail Consortium figures
- 5% annual increase in positive customer and business responses to cleaning in annual survey
- Annual increase in both customer and business perceptions of safety for both daytime and evening times in annual survey
- 5% annual increase in positive customer and business responses to maintenance in annual survey
- City Central brand recognition to increase by 5% p.a.
An annual programme of £1 million of new activity is being delivered. Activities have been fully costed and require an investment of just 1.2% of the rateable value (0.9% NET following property owner rebates for tenants of certain managed centres).
With 16 of 19 current Board members coming from the business sector, the 500 businesses in the BID area are guaranteed direct influence on the management of the city centre.
The use of the rates system is purely a fair and equitable way of collecting the levy, which goes straight to the Liverpool BID Company, a not for profit company and is spent directly on delivering the agreed activities. Significant contributions from major property owners, Liverpool City Council and commercial activities ensure that all administration and overhead costs are covered, the BID levy is spent entirely on new services. City Central BID is about local business needs and importantly, local delivery by the Liverpool BID Company.
The Liverpool BID Company has established City Central as a quality area delivering high quality additional cleaning, maintenance, operational management, crime & safety and marketing & events programmes will directly correlate to improved customer satisfaction and experience levels.
