
Baseline Services are those services which Liverpool City Council, partners and other key agencies currently carry out in the BID Area, such as cleansing and other street services. Through the Baseline Agreement, these key partners undertake to continue to provide those services for the duration of the contract.
Without an agreement that outlines the baseline services, businesses would not agree to invest in a BID as they could receive no benefit from their additional expenditure were a local authority or other agency to cease providing some services. Therefore Baseline agreements have been agreed with the following key partners:
- Liverpool City Council and its key joint venture partners Enterprise Liverpool and Service Team
- Merseyside Police
- Liverpool Chamber of Commerce
The Baseline documents have been approved by the Liverpool BID Company Board and the respective delivery partners. They clearly illustrate the significant level of resources and activity already provided.

- Maintenance of Safer Shopping Award
